BANGOR - Peering out the third floor window of the University of = Maine=20 System's new building downtown, staff member Jeanie Rogers on Wednesday = was=20 reveling in her bird's-eye view of the city.

"This is wonderful! I feel like I'm at home here. I even love looking = at the=20 rooftops," said Rogers, a self-described "city girl" who looks forward = to eating=20 and shopping in Bangor's hub.

Rogers, administrative assistant to the UMS treasurer, was among the = first=20 group of 25 employees to move in to the system's new quarters in the = former W.=20 T. Grant building, which is bordered by Central, Franklin and Hammond=20 streets.

Over the next two weeks, the remaining 120 workers will relocate from = their=20 quarters near Bangor International Airport as part of a land swap = agreement with=20 the city. A ribbon cutting ceremony is scheduled for 10:30 a.m. Oct. = 12.

Wednesday morning found the UMS employees putting their new offices = to=20 rights, even as contractors still were putting the finishing touches on = the=20 approximately 43,000 square foot space that encompasses the top three = floors of=20 the historic brick building. The retail store Epic Sports occupies the = first=20 floor.

System employees said the move was progressing smoothly and providing = them=20 with a much needed opportunity to weed through their belongings. They = said it=20 would be more efficient to have all system employees in one building = instead of=20 scattered throughout several structures. And they liked the idea of = spending=20 their noontime breaks out and about in downtown Bangor.

"I'm excited. It's like a new beginning," said Rogers, who also was = pleased=20 with the progress she had made that morning organizing Chief Financial = Officer=20 Joanne Yestramski's new office.

"I've unpacked 15 crates so far and it's only 10:30 a.m.," Rogers = said=20 happily. "I have her all set up. She's good to go."

David Baker, computer specialist for the system office, disengaged = himself=20 from a conversation with a number of other technology experts to say = that he had=20 been busy over the past two weeks making sure that the networking and = phone=20 systems were up and running.

Pleased with the "great view" as well as the extra storage space the = new=20 building affords him, Baker said he anticipates spending many a lunch = break=20 touring the nearby streets. His wife already has handed him a list of = Christmas=20 gifts to be purchased from the Grasshopper Shop and other downtown = stores, he=20 said with a smile.

Downtown business owners and city officials were also smiling = Wednesday.

"Bringing in 125 or so new employees, we think it will help out = businesses=20 downtown," said Rod McKay, Bangor's community and economic development = director.=20 "As we keep filling up space it improves the economic vitality downtown = and that=20 brings more people downtown."

Brad Ryder, who owns Epic Sports, said the move brings potential = customers to=20 an area that has seen it's share of stagnant commerce.

"Certainly it's our hope that, as they walk past the storefront, = something=20 will attract them and get them to stop," Ryder said.

"A lot of other [businesses] have toughed it out and have been = through tough=20 times, so we're excited that they are here," he said.

When the move was first announced there had been some concerns about = parking=20 becoming a contentious issue. But as part of the deal with the city, 120 = spaces=20 were set aside in the nearby Pickering Square garage to accommodate the = UMS=20 employees. Parke Clemons, general manager of Republic Parking, which = operates=20 the city garage, said those concerns appear to have dissipated.

"We haven't had any complaints," Clemons said. "The only people that = have=20 called have been from EMMC [which has a contract with the city for 200 = spaces].=20 We told them they would keep their spaces."

"We really tried to stay ahead of the curve," he added. "When an = expansion to=20 the garage was made [in 2001], we didn't really need it, but it was done = in=20 anticipation. Not necessarily of this move specifically, but for a move = like=20 this."

Meanwhile, back at the new UMS building, Bill Gilfillan, director of = budget=20 and finance analysis, spent a productive morning connecting his = computer,=20 shelving his books, and giving his desk its "first good cleaning" in 31=20 years.

Holding up the new identification cards distributed to employees so = they=20 could use the staff entrance on Franklin Street and park in the city's = parking=20 garage, Gilfillan acknowledged that some of his co-workers may be a bit = anxious=20 about the move. "But they'll get over it," he said.

Employees are feeling "normal apprehension," said Peggy Markson, UMS=20 communications coordinator. She pointed out that many come from tiny = area=20 communities and may not have had the opportunity to spend much time in = an urban=20 setting. "Once they're downtown they'll see everything there is to do = during=20 their lunch hour and I think it will be a good experience for them," she = said.

Hustle and bustle in the new building seemed to be at a fever pitch = on=20 Wednesday. As one contractor headed for the employees' lounge pushing a = dolly=20 that carried a refrigerator, others were busy putting up partitions to = create=20 cubicles. A tray of the cream- colored paint that adorns the walls sat = on the=20 plastic-protected floor, while the bright orange crates that the moving = company=20 supplied to employees for their belongings were stacked everywhere.

The construction project and the phased-in move are proceeding = according to=20 schedule, said David Wilson, director of facilities for the university = system.=20 The plan is to have everybody in place by Oct. 21.

He noted that the wiring for the telephone, computer and electrical = systems,=20 as well as the air distribution for the heating, ventilation and air = condition=20 systems, all run under raised floors - technology that is new to the = Bangor=20 area.

Project manager Brad Kites, who works for the university system, said = the=20 construction project has "gone very well" and praised WBRC = Architects/Engineers=20 of Bangor as well as general contractor Nickerson & O'Day Inc. of=20 Brewer.

"It was a team effort," he said.

Kite said that work still remains on the main entrance on Central = Street and=20 the staff entrance on Franklin Street, as well as on the third floor, = which will=20 be occupied in two weeks by UMS Chancellor Joseph Westphal and the = senior=20 staff.

The project included some formidable tasks, he recalled. For example, = changes=20 had to be made after it was determined that the building wasn't square. = Raising=20 the floor to allow for the wiring underneath also proved to be quite a = feat.

Now the "biggest challenge" is to coordinate the staff's move-in = while=20 finishing the construction, he said.
